1. Open Your Background In Picsart Application & Go To EFFECTS & In FX. Apply HDR,HDR 2 & BLUR EFFECT. You Can Download Background From Below
2. Choose MODEL From Gallery & Go To EFFECTS & Take Some EFFECTS Like HDR, FATTAL 1 Only In Clothes.
3. Now ERASE Your Background With The CUTOUT Option Same As Me.
4. Select HAIR PNG & Adjust It. You Can download Hair Png From Below.
5. Go To DRAW TOOL & Select SKIN COLOR & Put This Color Only In SKIN.
6. Go To EFFECTS & In FX. Apply HDR Effect.
7. For Saving HIGH QUALITY IMAGE. Then Go To DRAW TOOL & Save Image.
